Updated steps with 26.04 LTS:

1) Enroll either 1 or 2 fingers on single user account.
2) Do WIN+L to lock screen
3) Click any key and put the system to sleep from the power menu using mouse.
4) Wait 5 to 10 seconds, press a key, and observe that the system monitor
doesn't resume. The system waits to suspend and will transition to the suspend
state after 30 seconds.
5) Press a key now (i.e after 30 seconds from suspend).
6) Observe that "scan your finger" doesn't come up on screen.
7) press esc key twice as a work around, "scan your finger" will show up.
