I wonder if this issue is arising because of the switch in ubuntu to wayland away from x-server. Xubuntu still uses X-server (and some with ubuntu still do as well), which is tied to dri3. Wayland is not connected to dri3 (I think), so denying access to dri3 because it is no longer needed in wayland makes sense for wayland.
But, I’m just a tadpole when it comes to x-server and wayland issues.
