The recommended way to deal with complex discussions like this in the
Ubuntu world is to write up a "blueprint" (aks "spec") for the issue.
It is much easier to get the necessary folks from different teams
together and easier to collaborate on the wiki than in a bug tracker.

For example, at UDS in Boston in October 2007, there was a discussion on this 
issue.  The launchpad blueprint is at:

The wiki page for design and feedback is at

This is a common and difficult issue, so there may be others.  But I'd
suggest that folks move this discussion to a blueprint so we can be more
effective.
