I have the same problem, I'm using Ubuntu Gutsy. My Video Card is an ATI Radeon 200M (Dell Inspiron 1501), with the last propietary driver (8.01; and xgl disabled). The scroll with Firefox, Opera, Epiphany, Netscape and Flock lags a lot. When I disable the effects goes back to normal. So it's clearly compiz problem.
