Binary package hint: kdm-kde4
(Hardy as of 02-02-2008) kdm-kde4, when creating a user session, sets
POSIX locale. Starting an X session with 'startx' from console or via
kde3's kdm seems to be OK (ru_RU.UTF-8 for me)
