I've recorded a demonstration screencast of this bug, it can be found here:
http://www.youtube.com/watch?v=dhCbnq08roA It shows how the gnome panel completely freezes when more than 7 windows is opened. Demonstrated on Hardy Alpha4, GNOME 2.21.90. This bug makes vertical panel usage completely unbearable. This bug appeared in GNOME 2.20 (in 2.18 it was not perfect but it worked).
