That's a good feature request, but just FYI, this is how configuration changes have always been handled in the past. If you make changes, you get asked whether to keep old, accept new or see what's different (often it'll just be different comments). I usually keep my current configuration because the new configuration is *still copied over*, but as <filename>.dpkg-dist. You can then examine that file after the installation copy over any new stuff that looks useful.
