Thank you for reporting this bug and helping to make Ubuntu even better.
ufw tries to be very careful about its files so that if there are
anomalies in the files or paths, the administrator will be notified
instead of executing potentially unprotected code.

Please do:
$ ls -ld /
drwxr-xr-x 21 root root 4096 2008-01-23 18:08 /

If the output does not look like the above, then there is a problem with your 
system. You can do:
$ sudo chown root:root /

You should then check the directories under '/' with:
$ ls -ld /*

All of these should be owned by 'root'.  If they are not, there is a
more serious problem with your system, and you should probably ask for
help in the support tracker.   Please visit

I am going to close this report as it does not appear to be a bug in
ufw.  If the directories do have proper ownership (ie ufw is complaining
when it shouldn't), please feel free to re-open the bug, along with the
output of 'ls -ld <dir>', where <dir> is the directory that ufw is
complaining about.
