Public bug reported:

Binary package hint: openoffice.org

When writing an abbreviation for a decade, such as "the '80s" for the
1980s, the apostrophe points the wrong way -- it acts as if it were
opening a quoted passage, when it should be pointed toward the implied
"century." It is annoying to have to manually clean up after these smart
quotes errors. The same with some archaic contractions like [i]'tis or
[i['twas, etc.
