As KQEMU is GPLed now, there should be no problem to get it into linux-
ubuntu-modules-*-generic or something in my opinion.

I think it does. For example, the "nvidia" module exists pre-compiled in
linux-restricted-modules-generic and can be compiled from source from
nvidia-kernel-source/nvidia-legacy-kernel-source/nvidia-new-kernel-
source.
