I have finally found out the problem. This was a Dell Bios problem. Dell upgraded the bios version originally 1.3.0, 1.7.0, 1.8.0 and than 1.9.0. the bios are available from dell inspiron 531 download sight. the original bios 1.3.0 is a Microsoft version that is reinstallable by running from vista as admin. then upgrade to 1.7.0. DON"T upgrade any higher than 1.7.0 or Ubuntu 7.10 will not shut down from the GUI screen. I will leave it alone because I think the upgrades are for vista problems and not reall a hardware issue with the computer. I am not going to upgrade the bios for a recomendation as silly as urgent and no other more detailed explanationso I can evaluate the positive or negative aspects. Personally mine now reuns better without the upgrade.
