Just had some issue with that beast too.

I've fixed it that way :

 - mv .glipper to .glipper.`date +%Y%m%d`
 - Right click on a panel bar, add to panel : Clipboard manager

Here we are, glipper behaves as expected with the same default shortcuts
(Ctrl ALT c). As far as I understand glipper is not a binary (living in
/usr/bin/) anymore, you don't have to launch it when you session start
(as in Gutsy) but an applet... Much more intuitive in my opinion
