I have the same problem but just using vpnc-connect and entering in my school's vpn info it works. But if i try to use the network-manager-vpnc connection it fails right away saying it couldn't connect. I don't know if this is related but vpnc wouldn't work right away it said port 500 was in use and i had to make it use a different port and then it worked.
