Here's an off-the-wall suggestion that *might* work! I tried replicating your problem on one of my own systems, and came up with a screen that looked very similar to your screenshot.
Try uninstalling the "yelp" package, which will probably uninstall four different packages (gnome-desktop-guide, ubuntu-docs, ubuntu-desktop, and yelp). Then reinstall ubuntu-desktop, logout and log back in.
