I don't think the secure search path set during compile time can be overrode.
There are different options. 1) You can call kate with full path. 2) You can create a link i.e. in /usr/local/bin that points to the correct place of kate (manageable if you only use, but not very nice) In any case, you should use kdesudo instead of sudo when using kde GUI apps.
