I'm having the same problem. This occurs in 7.10 and 8.04. Using Firefox, any version. As I'm typing this I'm running 8.04 and Firefox 3.0b3. Listen to this: I also did a clean install of Linux Mint which is based on 7.10. Compiz is enabled by default and I used Firefox 1.0.0.8. But the problem didn't exist, Firefox scrolled normal. This is quite an annoying problem, I hope someone finds the culprit.
