I think the rationale for the "won'f fix" stamp is that the kernel team deamed it unlikely tha this bug would get fixed in time for Hardy. Probably they will try to fix it for later Ubuntu versions (hopefully the 8.10). So the "won't fix" stamp should probably be read as: won't fix for Hardy, if I've understood things correctly.
