Sort of.  The 2.6.22 release of the Linux kernel contains a fix that
eliminated most of the shifting that happened in 2.6.21 and earlier.
With 2.6.22, it is no longer possible to get the screen to shift by
typing "echo -n a > /dev/console" many times.  However, the fix doesn't
appear to cover all cases of screen shifting -- multiseat configurations
still somehow trigger the shift, although not nearly as often as before
2.6.22.
