No, it isn't normal. Did anything like this happen before you installed Ubuntu? Also, when it is sitting there, can you press Ctrl+Alt+F1 to switch to a terminal? If you feel confident enough to, could you boot without quiet or splash on and see what happens then? Thanks in advance.
