I have exactly the same problem.

I am using the command  qemuctl -boot c -m 1024 -hda '/Windows/c.img'
-cdrom  '/Windows/Windows XP.iso' -net nic,vlan=0 -net user,vlan=0
-localtime -soundhw sb16 -k fr -std-vga -kernel-kqemu

Without the option -kernel-kqemu I can run it.

$ ll /dev/kqemu 
crw-rw---- 1 root kqemu 10, 63 2008-03-08 23:26 /dev/kqemu

And I am of course of the group kqemu
