Public bug reported:

When installing I did not wanted to erase my HDD so I chose to manually
create partitions. I created 4GB fat16 partition for root (which is
wrong type, I know that now). Then I chose it as '/' and checked the
formating checkbox.

When installation started it displays "Creating fat16 file system for
partition XX on XX" and then "Failed to create a file system".
Installation ends afterwards with no reason. Afterwards window "Starting
up partitioner" is displayed for a short while and then it disappears.

IMO there should be displayed some reason message, ie. "Ubuntu cannot be
installed on partition of type %%. It has to be installed on ext3
partition". Making installation nicer cancels user's urge to install
windows which install is simplier ;)
