No it is not, because ubuntu bugs only concern packages provided by
ubuntu.

Checkistall is only a workaround, it will _never_ produce packages that
are comparable and compatible to "real" debian/ubuntu packages. In your
case, you've most likely produced a single mplayer-package containing
all required libs, binaries and documentation. Checkinstall will never
split an installed project into seperate packages.
