Binary package hint: wget

I am trying to download some mapdata and I am discovering a wget bug.
This is not a new discovery but I've been looking for any actual bug
report. Perhaps no one ever made one because they could not replicate
it? I seem to have done so. The behavior is a failure of the -np flag,
which is supposed to prevent loading content from any parent directory.
I have long used this flag successfully to make partial mirrors, and
have never had a problem until now.

The only time -np should not absolutely prevent downloading of parent
items is when the -p flag is used, at least as per the documentation.
Even in that case it should only be loading inlined documents, and not
just following links, at least as I read the documentation.

I am using wget 1.10.2-3ubuntu1 on Gutsy. I'm looking into updates
now... But this bug has been variously noted (on an extremely occasional
basis) at least as early as 2006. I'm not sure it's an Ubuntu problem,
but I'm not sure it's not, so I'm coming here first.

Enclosed is a sample script which, at least on my system, demonstrates
the problem. I don't know precisely when it occurs because I'm on a bad
modem connection and re-running this script is not possible in a timely
fashion given the size of the data files.
