More info: strings(1) reveals that these commands, in /usr/bin, also refer to /usr/bin/bzip2: lexgrog man mandb zsoelim
This means that for some test cases, they'll all be broken, too. It looks like these four are each in the package "man-db" On Fedora 8 and SuSE 10.1 the bzip2 utilities are in /usr/bin, so I suspect moving bzip2 to /usr/bin is the right solution. If it needs to be in /bin for some other reason (like, it's needed even if /usr/bin isn't around), installing a symlink to it in /usr/bin should do the trick. I don't see references to /bin/bzip2 in anything, but haven't looked hard.
