Hi! I've already answered on the other bug report (#200160) and seen that it was a duplicate. I just wanted to point out that it seems to aim everyone that has a non-english kb layout and who also uninstalled SCIM.
The first condition is because english language doesn't need accents as often as spanish or french does, for instance. The second condition is because SCIM seems to not have been tested enough in my opinion...
