SKIM itself is just a GUI program. It doesn't have XIM server function.
So, when we want to use XIM, scim should start.
If we want to use SKIM, launch skim -f -> icon right click -> configure -> 
frontend -> Other -> Panel Program to scim-panel-gtk.
