Even though this bug seems quite old (2006) I didn't find it googling or searching launchpad. Ironically after writing my own bugreport, launchpad actually suggested it this bug making me come here.
I'm running hardy heron alpha 6, and even though closed drivers are disabled (in restricted driver manager) the fglrx drive was still installed. Removing it using synaptics solved all my open source driver problems.
