I can confirm that removing SCIM caused my loosing dead-keys. I uninstalled it for the same reason posted above, it kept switching to weird input modes all the time for no obvious* reason. (*Actually, I suppose it's because I use all sorts of key combinations all the time—that's why I need dead keys, too—maybe some of them overlapped with it.)
