while what you say is definitely true, the real question is who to poke
and what process to follow to get bash to depend on it.

And actually I'd rather suggest that ubuntu-standard recommend it so
that people can remove it if they're bothered.

In any case I think that bash-completion would need to be in main for
that. On the other hand it has been in main for a long time before it
was split out of the bash package, so that might not be a big problem.

I'm just saying I'm not really sure how to proceed and I'd rather spend
time fixing bugs than figure out the necessary process to follow :)
