I've had that happen with a new Gutsy Gibbon installation. It's
especially irritating if you only have an external CD/DVD drive.

Probably a possibility for the user to switch easily between media and
networked sources on the fly and without deeper insights on the inner
workings of apt/synaptics would be ideal.
