It is currently only supposed to work directly after a "LP: #" and if you do it 
e.g. after "LP: #1", it will use debbugs instead.
I'm considering this a bug, too and have just looked into fixing this.

Fore reference: it works with "LP: #<ctrl-x><ctrl-o>", but fails if
there's already a digit, e.g. "LP: #1<ctrl-x><ctrl-o>"
