It's not only incompatible changes to the campaign as Frederik points out but also incompatible balancing changes in the gameplay. Units stats (propabilities to hit, movement, ...) and others are changing too due to balancing issues.
About comparing wesnoth to gstreamer or other *libraries* is a bit awkward, but I can follow the reasoning. On the other hand I don't really think that it would be worth the pain that seperately maintaining it brings. It's already quite some effort that I am putting into it, and it's quite ressource intensive, both diskspace wise and build time. Tracking development releases for Debian experimental is something that I wouldn't want to drop in exchange for this. It's not like campaigns are extremely long.
