Sorry, didn't finish my sentence:
The BIOS only has a setting for turning on/off "Wireless" which has the same 
effect as Fn+F2, i.e. WLAN + bluetooth with the latter only turning on if 
enabled in Windows.

Btw, output from some attempts:
$ sudo dellWirelessCtl --st_bt ; echo $?
4
$ sudo dellWirelessCtl --bt 1
An Error occurred. The Error message is: 
tried to dereference non-existent token
$ sudo dellWirelessCtl --sw_bt 1
An Error occurred. The Error message is: 
Unsupported SMI call.
