Looks like your monitor is reporting its dimensions as:

(II) intel(0): Max H-Image Size [cm]: horiz.: 31  vert.: 23
...
(II) intel(0): clock: 25.2 MHz   Image Size:  306 x 230 mm

which is 12" x 9", which calculates out to a 15" diagonal.

I confirmed this via your monitor's manual
(www.p4c.philips.com/files/1/17e4222e82/17e4222e82_dfu_eng.pdf), which
says:

  Recommended display area:  12.0" x 9.0" / 306 x 230 mm

So...  sounds like Philip's marketing department is rounding up to 17",
but internally coding it a 15" monitor.

So there is no error in gnome-display-properties after all, it seems to
be accurately reporting the dimensions specified by Philips'
engineering.  There isn't anything we can do about their marketing
department exaggerating numbers...  ;-)
