I have confirmed this problem using gnome-cups-manager 0.31-3ubuntu5 and cupsys 1.3.7-1ubuntu1
There appear to be a number of sharing_* & browsing_* commands missing from the latest cupsys. These are also relied upon by the KDE control centre, which is also broken and unable to share printers cf.
