Public bug reported:

User is unable to correctly set laptop monitor brightness via keyboard
shortcuts. This currently allows to set only 3 levels of brightness
(minimum, something in middle and maximum). This was perfectly working
in previous Ubuntu 7.10. Please see screen shots with brightness OSD for
details.

Workaround is to use Brightness Applet for setting brightness.
