Public bug reported:

Binary package hint: gnome-session

Not entirely sure if this is the correct package.
I assume this package also deals with the multimedia keys.

It would be brilliant to make it store the current state of numlock in
the gconf-registery and turns to this state when logging into the
desktop.

This way, people that prefer numlock on, will always have it on, whereas
users that prefer to keep it off always have it off. This way also does
not require any graphical settings at all. It would Just Work (tm). The
numlock state would just be persistent, rather than transient. A much
better solution than defaulting to any state.

The same could be done for capslock, but I think that's less important.
