Moreover, 'cause PolicyKit allow you to provide task based policies, IMHO could 
be a good idea define:
 * one policy allowing to install updates;
 * one policy allowing to install security updates;
 * one policy allowing to upgrade distro.

I know, we have "automatically install security updates" option, but
PolicyKit scope is allowing some users to do some tasks under certain
conditions (or not) and I can't see any reason to limit this framework
to a simple "Unlock" button :-)
