I can confirm this bug since Alpha 5 (the first hardy Alpha I've tried)
up to now with daily updates.

But I have this bug only in a particular case :

My laptop (Gnome 2.22.1 Ubuntu Hardy Heron) is setup to be connected to
my home wifi network.

When I start my laptop at home, the Wifi network is there -> no pb !

When I start elsewhere without the Wifi network, I get a gnome-setting-daemon
warning ~*There was an error starting the GNOME Settings Daemon ...*
