Much better under Hardy (development branch, installed), but not gone
away completely:

Good:

 - Press F11 to view in full-screen, and the toolbar does not appear at all 
(hooray!)
 - Move the mouse in full-screen mode, and the toolbar does not appear
 - Move the mouse to the top of the screen, and the toolbar does appear
 - It takes 5 seconds after the end of mouse-movement to disappear

Still no good:

 - Alt-Tab to another window (eg. another eog in full-screen) and back
again, and the toolbar reappears for 5 seconds (why?)

Alt-Tabbing between full-screen windows to compare two photos is
something I do quite a lot. The reappearance of the toolbar is a pain.
Even reducing the display-time wouldn't fix this annoyance - I don't
want it to appear at all when I use Alt-Tab.

I fear that the change to toolbar-does-not-appear-on-mouse-movement is a
Bad Thing (even though it suits me personally), as infrequent users of
eog will not know that they should move the mouse to the top of the
screen to get the toolbar. Perhaps there is no perfect solution to this
particular problem, as the toolbar reappearing on any mouse movement
will irritate other users. This irritation could be mitigated by making
the longevity of the toolbar default to 1 second, and configurable by
gconf entry.
