I think this is not bug but a GNOME feature. Other buttons in GNOME have similar behaviour, it could be a protection agains unwanted double click. Once activated, button cannot be activated again until mouse pointer is moved out of button area. I don't like it in this particular case but I understand objectives behind this feature.
