For Hardy, we simply comment out the cdrom entry at the end of
installation. (In fact, we started doing so before I filed this bug, so
I'm not quite sure why I filed it!) Thus, this isn't critical for Hardy.

I suspect that the order of even commented-out entries influences the
behaviour of software-properties, so that if you enable the cdrom entry
it will by default end up at the start; so I still think we should
shuffle the commented-out cdrom entry to the end of the file at some
point.
