I would appreciate more information regarding why this is the intended
behavior. Would linking the modules on HDD slow down startup
considerably? Is it really necessary to link them on each boot, even
when booting the same kernel that was used the last time? Could lrm-
manager be modified to ignore modules for hardware that does not exist
in the system?

On low-end computers, 18 MiB is a significant amount of memory – even if
it can be swapped out, which in itself uses resources.
