The behavior of showing incorrect refresh rates in the Ubuntu
configuration tools is not a feature, it's a bug. Whether that bug is in
the Ubuntu tool or in the Nvidia driver is debatable.

Since Nvidia has not chosen to fix this behavior in the driver in the
year since this bug was initially reported, the cleanest answer would be
for the maintainers of the Ubuntu config tools to treat it as intended
behavior and implement a work around - even if that work around is a big
old warning saying "Dynamic Twin View is enabled, either disable it or
use nvidia-settings".
