This is a hardware issue. Grub doesn't understand at all about USB devices. Most of the BIOSes fake legacy ps/2 keyboard instead and that is why keyboard works. You should take a look at your BIOS settings and attempt to enable such functionality. If it does not exist, there is quite little that can be done. Grub2 (Ubuntu will start using it somewhere before the year 2015 with this pace) will understand usb keyboards natively afaik.
