Alright, so I retried the following commands and everything works now. I
need to figure out how to properly configure this frequency scaling, but
that's a separate problem.

Just running "sudo modprobe acpi_cpufreq" worked fine I think.

"lsmod | grep cpufreq" returns the following:

acpi_cpufreq           10832  2 
freq_table              6464  1 acpi_cpufreq
cpufreq_userspace       6180  0 
processor              41448  4 acpi_cpufreq,thermal

I'm also now able to use the frequency scaling widget in GNOME.
