On further investigation, it seems that the bug has been fixed in the linux kernel source as of version 2.6.23: http://lxr.linux.no/linux/arch/i386/kernel/reboot.c . However, the patch only fixes the bug on machines with a motherboard name of '0WF810'. Some OptiPlex machines which fail to reboot have a motherboard name of '0RF703'.
