For what it's worth, there should be no reason for this to stop you
installing packages. There are a huge number of mirrors of Ubuntu, and
most of them are not hosted by Canonical. I'm not sure where you are,
but for example in the US you might try
http://ubuntu.osuosl.org/ubuntu/, while in Europe
http://se.archive.ubuntu.com/ubuntu/ is a good choice.

Perhaps this is obvious, and perhaps not: most Ubuntu users do not have
a problem using Canonical's servers, and we know this simply because
such an enormous number of them manage to do so successfully. :-) It is
quite probable that your ISP is in a better position to deal with this
than we are, and you should absolutely contact them if you have not done
so already.
