Can confirm same issue here on 8.04 - Hardy Heron network-manager_0.6.6-0ubuntu5_i386.deb
I uninstalled network manager to replace with wicd, only to find they had no VPN support. However this did resolve the problem, PC restarted and shutdown with a problem again.
