Matt, you can configure the boot options by pressing escape at the grub count down, pressing "e" to enter the edit mode, then edit what you wish. Pressing "b" when you are done will boot the kernel with your modified options. That should at least get you to the installer.
i actually don't know the first thing about WUBI, or how to solve this problem to work with WUBI, but good luck to you sir.
